Arbor Place Mall, the only regional mall directly serving the growing western suburbs of Atlanta, is located in Douglasville, Georgia, in Douglas County. Opened in 1999 like Mall of Georgia in Buford, which is also Georgia's largest mall, the mall was originally to be anchored by Dillard's, Parisian, Sears, and Upton's. The Upton's chain folded prior to the opening of the mall, but the contract to build the store was still completed, resulting in a vacant anchor when the mall opened. A home improvement chain named Dekor took over the Upton's site in 2000. The chain folded in 2001 and once again left the mall with a vacant anchor space. In 2003, JCPenney took over the site.
